I wouldn't mind knowing as well, it's not used that often so could be something that could be added when creating new cocktails......that is once we know how make them.

First of all get yourself a soda Soda Siphon or a Cream Whipper
There is a couple of whays to make it: either add a mixture of eggwhites and the liquid that you want to foam or dissolve some gelatin in a the liquid to be foamed, add the liquid to the siphon, double charge, chill it and serve when its needed
